Nicaragua

Per the World Bank, 59.3% of MSW ends up in open dumps, and the 2024 official presentation confirms open dumps predominate. The four sugar mills generated about 922,000 MWh in the 2021/22 harvest, roughly 20% of national power consumption. No tire or EPR regulation was found.

Regulatory framework

The rules that shape the business

Ley 217 In force

Ley General del Medio Ambiente y los Recursos Naturales

Environmental framework law; its articles 140 and 143 underpin solid-waste management according to the 2024 official presentation.

NTON 05 014-02 2002 In force

Norma Técnica Ambiental para el Manejo, Tratamiento y Disposición Final de los Desechos Sólidos No-Peligrosos

Allows incineration and pyrolysis as treatments (13.1), with MARENA environmental assessment, a minimum 1,000 m setback from settlements and MARENA/MINSA permits for incinerators. Bans open burning. Does not cover tires.

Ley 532 In force

Ley para la Promoción de Generación Eléctrica con Fuentes Renovables (reformada por Ley 1143 de 2022)

Grants tax benefits to renewable generation projects. Law 1143 (La Gaceta 237, 19 Dec 2022) extended the window to qualify until 1 January 2028, for new projects and expansions.

Incentives

Law 532 (amended by Law 1143 of 2022): tax benefits for renewable generation if the project qualifies before 1 Jan 2028. Current exemption details, free zones and carbon markets were not verified.

Recommended solution

Which technology fits Nicaragua

Priority feedstock
Agro-industrial and forestry residues (surplus biomass) and organic/dry MSW fraction
Why
Standard NTON 05 014-02 already allows pyrolysis, open dumps predominate and Law 532 offers benefits until 2028, which favors biomass gasification for power and carbonization for biochar. Without a tire framework, tire pyrolysis would be market-driven only.
