Bolivia

Bolivia generates about 8,285 t/day of municipal waste (projected 10,351 t/day by 2030), and 287 municipalities (84.3%) dispose of it in open dumps; only 42 have a sanitary landfill. End-of-life tire generation rose from about 2.95 million units in 2016 to 3.84 million in 2021, with no regular management systems in the capital cities. Agricultural residue figures: not verified.

Regulatory framework

Incentives

New carbon-credit framework (Supreme Decree 5264/2024, Ministerial Resolution 076/2025) with the RENAPP registry, where the State (Ministry of Economy) has exclusive authority to trade credits. Tax incentives for renewables or environmental equipment and free zones: not verified.

Recommended solution

Which technology fits Bolivia

Priority feedstock
End-of-life tires, mainly from trucks and buses on the La Paz–Cochabamba–Santa Cruz corridor, in modular plants.
Why
Around 3.8 million unmanaged tires a year and the inclusion of tires in the EPR regime create an early opportunity; modular scale is advisable until the gradual strategy sets targets.
