Paraguay

Paraguay has no specific rule for end-of-life tires and no EPR; the waste law bans open dumps, but per the World Bank about 23% of MSW goes to dumps and collection covers about 47% of the population. Biomass (mainly firewood) is a large share of final energy use, and the hydropower surplus is projected to run out around 2030-2032.

Regulatory framework

The rules that shape the business

Ley 3956/2009 2009 In force

Ley de Gestión Integral de los Residuos Sólidos en la República del Paraguay

Enacted 24 Dec 2009; assigns management and final disposal to municipalities, bans burning, incineration and open dumping (art. 33) and bans waste imports unless a special law allows them. It has no EPR and does not address energy recovery.

Ley de los Créditos de Carbono

Enacted 12 Oct 2023; creates the National Carbon Credit Registry (MADES), requires additionality, exempts credit transfers from VAT and covers waste, energy, agriculture and forestry projects. Decree 3369/2025 created the Carbon Markets Directorate and the ITMO rules (Paris Agreement art. 6).

Incentives

Law 7190/2023 exempts carbon credit transfers from VAT and creates a national registry with access to Paris art. 6 markets, a route to monetize biochar and renewable energy. Projects must retain 3% to 10% of credits for the NDC (per the regulation, only on ITMO transfers). Law 6977/2023 opens private non-hydro generation; the maquila and free-zone regimes were not verified against an official source in this research.

Recommended solution

Which technology fits Paraguay

Priority feedstock
Agro-industrial and forestry biomass (firewood and sawmill residues, husks and bagasse) for biochar or charcoal and for syngas or power.
Why
Biomass's weight in final energy, the new carbon credit law (VAT-exempt, national registry) and the opening to non-hydro generation (Law 6977/2023) favor efficient carbonization and gasification over tire management, which has no EPR framework.
