Argentina

Argentina discards 130,000 to 135,000 tonnes of tires a year, about 40% in the Buenos Aires metro area, and most end up in landfills or dumps without treatment. It generates about 45,000 t/day of municipal waste (1.15 kg/person/day) and nearly 35% goes to open dumps, which account for more than 17% of national methane emissions.

Regulatory framework

The rules that shape the business

Ley 25.916 2004 In force

Ley de Presupuestos Mínimos de Protección Ambiental para la Gestión Integral de Residuos Domiciliarios

Sets national minimum standards for the integrated management of household waste; provinces and municipalities implement it with their own rules.

Resolución 523/2013 2013 In force

Manejo Sustentable de Neumáticos (Resolución SAyDS)

National strategy with a hierarchy (prevention, reuse, recycling, energy recovery, disposal) and producer responsibility across the life cycle; bans open burning and landfilling of whole tires, and allows use as alternative fuel with flue-gas treatment.

1260-D-2025; S-125/24; S-1645/24; 6574-D-2024 2025 Bill

Proyectos de ley de presupuestos mínimos para la gestión integral de neumáticos fuera de uso (REP)

Several bills in Congress propose national tire EPR (for example 5 ELTs recovered per 10 replacement tires in year 2, up to 1:1 in year 7). An earlier bill passed the Senate in August 2021 but never became law.

Ley provincial 9143 2019 In force

Plan de Manejo Sustentable de Neumáticos Fuera de Uso (Mendoza)

Bans open-air storage and burning, burial and landfilling of tires; makes producers responsible for the full life cycle and creates a provincial fund for ELT valorization.

Ley 27.191 2015 In force

Régimen de Fomento Nacional para el uso de Fuentes Renovables de Energía (modifica Ley 26.190)

Ley 27.430 (Título III de Ley 23.966) / Decreto 501/2018 2017 In force

Impuesto sobre los combustibles líquidos y al dióxido de carbono (reglamentación)

Applies a CO2 tax to gasoline, diesel, fuel oil, petroleum coke and coal, among others; pure biodiesel and bioethanol are exempt. The annex lists 'pyrolysis gasoline', a point to check if pyrolysis oil is sold as fuel.

Incentives

Law 27.191 provides the national framework for promoting renewable power, including biomass. The CO2 tax on fossil fuels (fuel oil, coke, coal) makes renewable substitutes more competitive, though pyrolysis oil could be caught by it. Current Law 27.191 tax benefits for new projects and provincial schemes were not verified.

Recommended solution

Which technology fits Argentina

Priority feedstock
End-of-life tires (Buenos Aires metro, Mendoza, logistics corridors) and municipal or agro-industrial residues for gasification with power generation.
Why
With more than 130,000 t/yr of mostly untreated tires, Resolution 523/2013 and Mendoza's Law 9143 prioritizing valorization, and 35% of waste going to open dumps, there is demand for both tire pyrolysis and waste gasification.
